Use this function to check to see if an effect is supported by a haptic device.

a pointer to the desired effect to check to see if it is supported |
Return Value
Returns 1 if effect is supported, 0 if it isn't, or a negative error code on failure or -1 on error; call SDL_GetError() for more information.
